CLUB ANNOUNCEMENTS

To All Soccer Club Presidents,

Enfield Soccer Club is implementing a TOPSoccer program to allow children with disabilities to participate in soccer activities. This program will be operating under the National Youth Soccer Association guidelines and programing. TOPSoccer will consist of groups of players with a varity of mental and physical disabilities, with instruction by licensed coaches. Youth mentors and parents will also be a part of the activities.

We will be looking for other towns who may have a comparable program that might wish to participate in the future. Also, we will be looking for players and coaching staff who may wish to be involved. The program will be starting in Spring of 1999 and we will be having an informational meeting in early November for interested parties. As soon as concrete dates are established, Enfield Soccer's TOPSoccer Program will provide this information to all clubs in the North Central region.

IV.  The ARA handles all aspects of referee development.

V.   The DRA assigns center referees for all CUP matches and assistant
     referees for cup matches, starting with the quarterfinals.

VI.  All cup matches require three (3) certified referees.

VII. Requests for referees for cup matches must be called in no later 
     than five days prior to the date of the match.

VIII. Passes are required for North Central/Central league matches.
                  (No Pass, No Play)


IX.   Passes are not required for friendly matches.

X.    See cup rules to determine how passes are handled in those competitions.
