Guide Specification For In-wall Flush Mount
Carbon Steel Fill Box With
Overflow Prevention Control

2.01  IN WALL FLUSH MOUNT CARBON STEEL FILL STATION WITH OVERFILL PREVENTION CONTROLS

A.   Fuel oil supply main storage fill lines shall terminate at the building wall in a Phillips Pump Part Number FCSPM in-wall flush mount fill box.  The fill box shall be of NEMA 4 construction, have a spill containment basin with a minimum of 5 U.S. gallon holding capacity, a gasketed door with three point latching mechanism and chrome plated locking handle and be equipped with 1/2" NPT drain connection.  The fill box shall be equipped with flanges mounted to assure that cabinet face is flush with mounting surface, shall be of 14 gauge carbon steel construction with external chemical-resistant gray enamel finish over rust-resistant primer.  Fill box to be manufactured by Phillips Pump LLC Bridgeport, CT or equal.

B.   Fuel oil supply fill box enclosure shall come with __ " size oil fill connection dry type disconnect aluminum body with viton seals and dust cover.

C.   An overfill prevention controller shall be mounted on the inside of the fill box with overfill warning lights, system controls and audible alarm.  Controller enclosure, components and lights shall meet NEMA 4 standards and shall be primed and finished in a durable chemical-resistant enamel, suitable for industrial environments.   Electrical circuitry to any tank mounted sensor or leak switch should be intrinsically safe low voltage for hazardous areas.   All cabinet front devices shall be identified by black phenolic labels with engraved white lettering and controller shall consist of but not be limited to the following:

  • Control logic to select main storage tank for filling
  • Control logic to close system at a 90% tank full level with 30 second time intervals to allow operator to override system and drain hose
  • Control logic to shut down system at a tank full level (95%) and prevent tank from being filled
  • Control logic to prevent tank from being filled when a leak in the system is detected
  • Audible alarm
  • System open and close push-buttons
  • System "open" indication
  • Alarm acknowledge system reset push-button
  • Tank level 90% and tank full red indicating lights
  • Tank leak detected indicating light
  • Contact points for an overfill shut down solenoid valve

D.   Provide a level control probe arranged to monitor the liquid level in each tank.   Probe shall have 2" NPT mounting plug with two float operated switches and shall be installed in the top of the tank to monitor tank 90% full and tank full (95%) levels.  Phillips Pump option # 1250b or approved equal.

E.   Provide normally closed solenoid valve of suitable size to be located in each main tank supply line.  Phillips Pump option #1080 or approved equal.

F.   Provide for each main storage tank an interstitial space leak detection sensor with an encased magnetic Buna N float.  Sensor shall come complete with carbon steel shroud and be terminated with 10 feet of 2-conductor #18 gauge wiring with 2" NPT mounting plug.   Phillips Pump option # 1191b or approved equal.
